Sexual Assault of a Minor at an Overnight Camp

Location: Scotland, Maryland

Our minor client was ten years old when he suffered this sexual assault while attending an overnight camp located in Scotland, Maryland that at all relevant times was owned and operated by the District of Columbia through its Department of Parks and Recreation.

In Summer 2001, our client was enrolled in the Camp so that he could enjoy the many experiences identified by the District in the Camp’s written promotional materials. These same written materials expressly assured that he and others attending the Camp would be properly supervised by counselors.

Despite these representations and assurances,  the District placed our client and his other young cabin-mates under the supervision of another camper who was an 11-year-old boy with a known history of aggression and inappropriate conduct towards other children at the Camp.  Notwithstanding such history, the 11-year-old had not been appropriately disciplined, controlled, or removed from the Camp by the District as expressly required by the Camp rules provided.

With the 11-year-old camper in control and, in fact, acting as the District’s agent, our client and his fellow campers were regularly assaulted and sexually assaulted by the 11-year-old in July 2001.
